The courts, prisons and emergency services markets are currently developing and expanding in the UK and continental Europe. SMBC group is already involved in a number of projects, and is involved as a lead arranger on various courts, prisons and fire station projects.
SMBC group has relevant experience in blue light and emergency services, having arranged the North East Fire & Rescue Services project and the Kromhout Barracks. We support the Private Developer Scheme (PDS) model for courts in the UK and are actively bidding in this sector. Under the PDS model a construction project is undertaken and funded by a developer for the provision of workspace for government occupation, with government recharged on a rental that is largely based on the capital cost of the works and land. PDS often leads to property risk being taken by the private developer; SMBC group's past experience in residual value lending, as in the LIFT sector, enables the bank to manage and mitigate this risk.
